That in 1891 a general increase of 35% on the salary
was granted to servants of the Government of Hongkong.
That in 1894 exchange compensation on the basis of
one half of the salary to be paid in gold at the rate
of one Dollar ($I) to three shillings (3s.) the other
half of the salary to be paid in silver was granted
to the servants of the Government of Hongkong and that
this compensation, taking the rate of two shillings to
the Dollar, a fair average, is equivalent to an increase
on the salary of 25%.

That the increase of 35% was attached to posts in
the service in existence previous to 1875; that your
petitioner's post was not in existence previous to 1875
and that therefore he did not share in the increase.

That exchange compensation equivalent to 25% increase
was granted to servants domiciled in gold using coun-
-tries; that your petitioner is not domiciled in a gold
using country; and that therefore he was not allowed
to draw exchange compensation.
That the increase of 35% and exchange compensation
equivalent to an increase of 25% were granted in 1891

and in 1894 respectively on account of the fall in the
value of silver as compared with the value of gold.
